Moldova Regional Economic Forum

July 9 – 12, 2025, Vatra Dornei, România

“From regional development, to national prosperity!”

Moldova Regional Economic Forum is a landmark event dedicated to the economic, social and infrastructural development of the Moldova Region. Organized within a strategic framework, the Forum brings together decision-makers, investors, experts, representatives of local and central public administration, business leaders, NGOs and international institutions. The participating delegations come from Romania, the Republic of Moldova, Ukraine, European Union member states, the Western Balkans, the Middle East and Asia, through regions of strategic interest for the economic development of Moldova.

The Forum aims to create a framework for effective dialogue and active collaboration, bringing together all categories of actors involved in regional development. The business environment can identify new partners and investment opportunities, public administration has access to new sources of financing and can expand its openness to strategic collaborations, and government institutions can analyze specific problems of the region in order to formulate more effective policies.

North-East Development Agency (ADR North-East) contributes its expertise and, at the same time, collects valuable feedback from the business environment and public institutions, thus strengthening development prospects. External partners gain a clearer picture of the Moldova Region, identifying opportunities for cooperation and investment.

The Forum’s work, together with each panel, will form the basis of a strategic document, which will synthesize the ideas and solutions proposed by the participants, indicating their source. This document will be drafted by the Center for Analysis and Planning of Regional Development (CAPDR) and will constitute a solid basis for work at local, regional and national levels, as well as for international files, ensuring the continuity and evolution of the projects from one year to the next.

A forum with a real impact

The Moldova Regional Economic Forum is not just a debate event, but a concrete action platform, where the proposed solutions are transformed into strategic recommendations and action plans. Following each panel, these directions will be structured and included in an official strategic document, developed by the Center for Analysis and Planning of Regional Development (CAPDR).

This programmatic document represents the effective basis for reporting and working at a multi-annual strategic and operational level, serving as a benchmark for local administrations, the business environment, government institutions and international partners. Based on it, it will be possible to track the implementation of the proposed solutions, ensuring real continuity of the initiatives developed within the Forum.

Prin reunirea actorilor-cheie ai dezvoltării regionale, Forumul creează premisele pentru:

  • A region better connected to investments and opportunities, through the development of a competitive economic ecosystem.

  • A dynamic and innovative business environment, capable of attracting capital and international partnerships.

  • A modern and sustainable infrastructure that facilitates mobility and economic development.

  • A diversified and secure energy sector, based on sustainable solutions and reduced dependence on imports.

  • A competitive and internationally recognized tourism, built on digitalization and the promotion of local heritage.

  • A efficient and accessible health system, adapted to the needs of the community and capable of attracting quality human resources.

  • A strong culture and a consolidated regional identity, contributing to social cohesion and the development of creative industries.

  • Effective international cooperation that opens new perspectives for trade, investment and strategic collaborations.

  • An official strategic document to guide regional development and provide a coherent framework for public administration, the private sector and international partners.

The need to develop a Multiannual Programmatic Document

In the context of regional development, the Multiannual Programmatic Document of the Moldova Region (MPD) is not just a collection of conclusions and ideas resulting from the Moldova Regional Economic Forum, but an essential strategic tool for outlining a clear direction of action in the next European financial year.

Why is this document necessary?

  • To support a more precise alignment between the needs of the region and future European funding policies. The Regional Operational Programme 2021-2027 has been an important step for the development of the regions, but the experience of this financial exercise highlighted the need for a more detailed consultation process and adaptation to the specificities of each region. Through this document, we want to contribute to strengthening a better calibrated vision for the future ROP, so that the Moldova Region benefits from better targeted opportunities.
  • In order to professionally prepare the upcoming financial year 2028-2034, this document will be a strategic and operational foundation, which will support both regional authorities and partners from the business environment, public administration and the associative sector, in the process of defining priorities and attracting European and international funding.
  • To ensure a coherent coordination and implementation mechanism. Without a clear framework, strategic decisions can be fragmented, and collaboration between local administrations, business and international partners can be limited. The Multiannual Programmatic Document of the Moldova Region (MPD) will become a unitary reference point, facilitating dialogue between all relevant actors and consolidating a common vision on the development directions of the region.
  • To provide continuity and predictability. The Moldova Regional Economic Forum should not be just a networking event, but a real mechanism for generating public policies and development strategies, with concrete impact in the future. The Multiannual Programmatic Document of the Moldova Region (DPMRM) will become a reporting and monitoring tool, which will allow tracking progress and adjusting strategies according to economic and social realities.

  • To strengthen the capacity of representation of the Moldovan Region in the dialogue with national and European institutions.
Regions that manage to clearly articulate their needs and support them with well-documented arguments are more successful in attracting European funds and international investments. This document will be an essential support in the negotiation processes, facilitating the allocation of resources better adapted to the specifics of the Moldovan Region.

  • To support public administration in accessing available funds. Local administrations play a crucial role in the absorption of European funds, but this process can sometimes be difficult due to the complexity of funding requirements. The Multiannual Programme Document of the Moldova Region (MPD) will be a practical tool for local administrations, providing clear directions and solutions for improving the process of attracting funding.

  • To structure the long-term vision of the Moldova Region. This document is not just a static report, but a multi-annual action plan, which can be used both at the local and regional level, as well as for representing the interests of the Moldova Region in international files. Thus, a real continuity of initiatives and a clear direction of development are ensured.

Conclusion

Multiyear Programmatic Document of the Moldova Region (MPD) is more than a result of the Forum – it becomes an essential roadmap for the development of the Moldova Region, a coordination tool between all actors involved, and a solid basis for reporting and negotiation for the next European financial year.
This approach will ensure better representation of the region’s interests, improved access to funding, and a coherent development strategy, transforming the Moldova Regional Economic Forum into a real catalyst for regional progress.
